On 4 July 2011, The Guardian reports that the News of the World may have hacked into the voicemail of missing Surrey teenager Milly Dowler, and into those of her family. This led to an outpouring of public anger over the role News International and its newspapers had played in her death, which eventually led to the Leveson Inquiry.

In August, the Metropolitan Police announce that they have uncovered evidence of phone hacking at News of the World and have a clear “unambiguous trail” to Clive Goodman and Glenn Mulcaire, who both worked for the newspaper as royal correspondents. Police raid Goodman’s office and Mulcaire’s home.
